The Coalition for Economic Survival (CES) provides outreach, training and organizing assistance to tenants living in HUD subsidized housing where owners are seeking to opt-out of the project-based Section 8 rent subsidy contract or prepay the HUD subsidized mortgage, thus removing federal rent restrictions.
Assistance is also provided to tenants with Section 8 rent subsidy vouchers where landlords are illegally attempting to terminate the Section 8 Voucher contract, and to tenants living in other government assisted affordable housing where the covenants or affordability restrictions are expiring.
CES provides a forum for HUD tenants to support each other, develop strategies to preserve their affordable housing and contribute to national efforts to defend the rights and homes of low income HUD subsidized tenants. CES has worked with local HUD tenant unions to help them purchase their buildings. CES secured federal funding for four tenant association purchases of Astoria Gardens (Sylmar), Hollywood West (Hollywood), Las Casas (San Gabriel) and Mission Plaza (Lincoln Heights). These purchases ensure that hundreds of housing units will be kept permanently affordable for low-income tenants through non-profit ownership, controlled by resident tenants.
